A little hardware: keyboard, system model, etc

Am I correct in saying that by changing the KDE setting that turns the
numlock LED on causes the keyboard repeat to be delayed?

I'm not sure exactly what other information would be necessary.  I guess
dmesg is good to start with until somebody who actually knows what
they're doing (e.g. not me) can take a look at it.
