[Bug 47731] Distro should not depend on gamin

Public bug reported:

>From 2.4 forward the kernel supplies dnotify; replaced with inotify in even newer kernels.
The gamin package should not be used if those are available since now I am left with a harddrive that makes a seek every 4 seconds and thus will never go to sleep. As well as my processor never reaching 0% use.

Also; gamin does not even have manpages; resulting in no responses if I
do a 'whatis gamin' or 'whatis gam_server'. I'd expect kubuntu to ship
more mature packages that that!
