[Bug 47162] Please make kdeartwork-emoticons recommendet

Binary package hint: kopete

Please make kdeartwork-emoticons at least recommendet for the kopete
package. I would even prefer to add it to the depends-section.

When you try to install emoticons with kopete while kdeartwork-emoticons
is not installed, the emoticons-packages are marked as installed but
they don't work. And you are unable to install them later (even if you
install kdeartwork-emoticons), because they are marked as being
installed.

The user gets no error-message.
