[Bug 47090] No homedirectory created when creating a new user with userconfig

Binary package hint: kde-guidance

When I add a new user, there is no home directory created. The shell
tool  adduser works without problems.

The user is created, but only showed in the user list after a refresh of
that list (e.g. enable/disable system users).
