(partial) solution:
in
/usr/share/applnk/Settings/System/k3bsetup2.desktop
change the line
NoDisplay=True
to
NoDisplay=False

Now i can see k3bsetup.
i can use it to set the cdrecord group to "cdrom".
(files 
/usr/bin/cdrecord.mmap and /usr/bin/X11/cdrecord.mmap)  

but this does not solve my problem.
k3b still complains about insufficient cdrecord privilieges when i try to burn.
