[Bug 44955] adept applet panel icon flicker

i have noticed at times, upon login to kde (kubuntu), the adept applet
will change places with any other applet that sits next to it in the
panel. it moves very quickly and seems to be strobing. it also seems to
occur only when adept checks for updates prior to everything loading.
this doesn't happen every time either, it is a random event. it doesn't
mess anything up at all and after about 5 to 10 seconds of this, it runs
normal.

kubuntu dapper
2.6.16.16 (occured on 2.6.16.x all of them)
kde 3.5.2
panel: full transparency, locked
