[Bug 44094] File Sharing module does not have Administrator mode anymore

Description:
Binary package hint: kde-systemsettings

Up-to-date Kubuntu Dapper.

When I open System Setting -> Sharing -> File Sharing
On top of the dialog, it says: "Click the "Administrator Mode" button to allow modifications.", but the problem is that "Administrator Mode" button is missing for this module - I have only Help & Defaults on left and Close on right.

I am almost sure that this bug was introduced with recent updates as I
have been able to use Administrator Mode 2-3 weeks ago to configure
Samba shares.
