I've tested Amarok (2:1.3.9-0ubuntu2) with various music files with various ID3 tags, and as far as I can tell, it is not Amarok that cuts the tag, it is done at some earlier stage. I did note that some of my files had their tag categories (title, artist etc) shortened to around 30 characters. 

It might be another part of the Ubuntu that can't handle more than 30 characters in the ID3 tags but I hazard that this has been fixed, as files I've created after installing dapper did not suffer from any tag-cutting.
