[Bug 23979] Re: not able to be activated in system-settings

The problem with the locale of kde-i18n-nds reapears on a fresh installed dapper.

While there were no problems with just upgrading the system from breezy to dapper - it is not possible to activate the locale on a new Flight 7.

System-settings and Kcontrol simply don't allow the action.
