Perhaps the program name is kcontrol ?

Could you try the option "Printers" -> "Add" -> "Add Printer/Class" -> "Next" -> "Network printer (TCP)" (or something similar, I am not running dapper right now)

Could you choose "Printers" -> "Add" -> "Add Printer/Class" -> "Next" ->"Other" and enter the URI "socket://192.168.0.44:9100" ?
