I think you missunderstand the problem reported. I do not have any problems with packages being held back nor about any notifications regarding them.

This bug is about adept notifier constantly showing /!\, even though there are no updates whatsoever.

I still see this behaviour even todays. Though the symbol now vanishes after an "apt-get update".

So please reopen.
