[Bug 43400] KDE i18 but not the rest?

Description:
I installed Kubuntu 6.06 LTS Beta 2 recently. I chose swedish as the
install language and when I logged into my new system KDE was in swedish
too. That was nice. However, going to the "konsole" and looking at linux
it doesn't appear to be localized. I know that it can be so I'm curious
if this is an oversight or a concious desicion.
