[Bug 43219] QT-designer, QT-assistant miss icons and templates

Description:
When starting up, qt4-designer is useless, since all templates are
missing and no new guis can be made.

Qt-designer and Qt-assistant both miss icons. The documentation in Qt-
assistant is present.
