[Bug 42920] Most menu items disabled

Description:
Binary package hint: kdevelop3

When I start kdevelop3, I can't do anything but open existing projects,
change the settings, or view the help. This started happening about a
month ago. I'd like to be able to create a new project, or import an
existing project.
