[Bug 37535] Kicker requires restart to apply config changes

Description:
If I change the appearance of the panel, I have to kill it (don't know
another way to stop it) and restart it.  It's behaved this way since my
first upgrade to dapper a month or so ago, and persists in kde3.5.2.
