[Bug 37113] can't access display settings in kde 3.5.2 breezy

It seems this bug is due to a change in dapper. Dapper has a new Display module in System Settings that breezy doesn't have. So it makes sense that the old display configuration menu was removed for dapper. 

The problem is that this leaves us breezy users of kde 3.5.2 with nothing.
