Comment:
This wasn't so much a bug as a change in kde PLUS display preferences being broken.

1. It used to be accessible from right clicking on the desktop and going to desktop settings.
2. It wasn't reachable because at the time display was not reachable from kcontrol, that was addressed in another bug and fixed.

DPMS is power saving for your monitor.
