~/.kde and all the files in it is only readable by the user. If that's
not the case then there's a much larger problem at fault.

thats why i posted this as a bug, i have done a clean breezy 5.10
install, the updated with synaptic and just installed and used the
quanta package as it is provided me

if what you say is that this bug is recjected because ~/.kde is only
readable by the user, then that is the problem i have encountered,
~/.kde and files below by default is open to the public, while files
.bash_history and .gnome is not readable by the public as they are
supposed to be
