[Bug 50411] displayconfig (KDE) wont open

Public bug reported:

Cannot open Display Control from KDE System Settings or from kcmshell.

This on a system upgraded from breezy to Dapper.

kcmshell displayconfig output:

screen will display

The module Display could not be loaded.

An error occurred during your last KDE upgrade leaving an orphaned

You have old third party modules lying around.

going into administrator mode will recreate the same above error message
