[Bug 49710] suid root flag of /usr/bin/kcheckpass reset

Public bug reported:
Binary package hint: kdebase-bin
kcheckpass needs to have the suid root flag set in order to work
properly. However, after some updates, this flag is reset and unlocking
the screensaver doesn't work anymore. After
>sudo chmod u+s /usr/bin/kcheckpass
everything is fine again. This flag should not be reset by any package
update or anything else.
