[Bug 49286] Changing settings in Keyboard section causes Keyboard Repeat to delay

Binary package hint: kde-systemsettings

When changing the setting to enable NumLock to be on when KDE starts and
applying this setting, the keyboard repeat is now delayed more, even
when the delay setting hasn't been changed.

I figured this out by player Ksirtet and noticed the lag before a piece
would move to its correct place. I also tested this in console and when
I held down a key on the keyboard the key would repeat much slower on
the screen than it would on my machine that didn't have this setting
changed. After reinstalling Kubuntu it was back to normal.

I could reproduce this error successfully.
