I can confirm this for dapper.

It looks like the file "usr/share/locale-
langpack/de/LC_MESSAGES/quanta.mo"  from the Package language-pack-kde-
de-base is missing.

"apt-file list language-pack-kde-de-base | grep quanta" tells you that
it is there, but its not. As a workaround you can get the quanta.mo from
the Debian-Package: http://packages.debian.org/testing/kde/kde-i18n-de

extract the downloaded file with:
dpkg -x kde-i18n-de_3.5.2-1_all.deb kde-i18n-de

and than copy it in the right place:
cp kde-i18n-de/usr/share/locale/de/LC_MESSAGES/quanta.mo /usr/share/locale-langpack/de/LC_MESSAGES/
