[Bug 48790] Most of the system settings under the Appearance, Panel and Desktop don't work when logged in as graphical root in Kubuntu (dapper)

Coming from a fresh install of Kubuntu 6.06 LTS, I enabled the root
account following the instruction from https://wiki.ubuntu.com/RootSudo.
I then logged in as root, tried to tweak some visual settings when I
found these bugs:

1. Under System Settings-Appearance-Colors: When I select a color scheme the change is reflected in the current window but not in Konqueror and the active title bar color doesn't change. When I tried to change the active title bar color under the Widget Color it doesn't respond. When I select the Named Colors from the drop-down box under the Select Colors dialog I got this:
Unable to read X11 RGB Color Strings. The folllowing file location(s) were examined:

 /usr/X11R6/lib/X11/rgb.txt
 /usr/X11R6/lib/X11/rgb.txt
 /usr/openwin/lib/X11/rgb.txt

2. Under System Settings-Appearance-Window Decorations: When I select a
window decoration the preview works but the selection is not reflected
in any window.

3. Under System Settings-Panel-Panels: Every option under every tab
doesn't respond.

4.Under System Settings-Panel-Taskbar: The Appearance selection doesn't
respond.

5. Under System Settings-Desktop-Background: The background picture
doesn't change.

6. Under System Settings-Desktop-Behavior: Every option doesn't work.

These are some of the settings that I tried and didn't work. Of course I
clicked the Apply button for each setting.
