[Bug 48637] Colours section of apperance panel doesn't follow locale

Public bug reported:

When I run the systemsettings application under Kubuntu Dapper (version
0.0svn20060512-0ubuntu1), on the Colours panel, the string "Apply colors
to non-KDE applications" always appears with the American spelling of
colors, rather than the British spelling as I would expect.

However, if I view the same panel in kcontrol, it appears correctly as
"Apply colours to non-KDE applications".

My locale is set to;
