The console font that comes with Cyrillic is 
/usr/share/consolefonts/latarcyrheb-sun16.psf.gz
For your language (Ukrainian?) it is possible that not all glyphs are present in the above font. In this case, only the common subset is shown.

There appears to be a bug when switching to X and then back to console;
the console font is forgotten and needs to be loaded again. There is
need to search for bug reports on this.
