[Bug 48496] Window Decorations not changing when logged in as graphical root in Kubuntu

Binary package hint: kubuntu-desktop

I enabled the root account in Kubuntu (Dapper) following the instruction
from https://wiki.ubuntu.com/RootSudo. I then logged in as root. Ididn't
do anything else just yet. When I tried to change the window decorations
setting under System Settings-Appearance to any selection, it won't just
change.
