In my continued research on this problem, I have found two very similar if not the same bug in #46557 and #48318.
One of which indicated using "AlwaysRestartServer=true" for GDM in /etc/gdm/gdm.conf.  Ubuntu gdm.conf recommends entry in /etc/gdm/gdm.conf-custom which over-rides gdm.conf.   That didn't work for me.

I will continue to use an older version of xorg-driver-fglrx until this
gets fixed.  I hope it's soon.
