Is hotkeys supposed to work out-of-the-box in Kubuntu? (Kmilo?)

My hotheys work out-of-the-box in Ubuntu dapper, but not in Kubuntu
dapper!

Will it be fixed in Edgy? - Is this bug# really about the same issue as
my problem? (I'm not using hotkey-setup! - Should I?)

I've set up the keycodes manually, though! (but out-of-the-box would be
appreciated!)
