I think Achim is right. The dependencies are proper in the sense that
TeX has to be there for kile to work and package managers are not set up
to look for local installations of dependecies. On the other hand there
are many dvi, ps, and pdf viewers available   so it is better to
recommend but not depend on particular ones.
