The Kubuntu version is Dapper.

Today I added a new user, and the UID number problem seems to have
disappeared. Every new user also gets a GID with the same name as
username. As far as I can see I can not influence the new GID number,
which will be the next available number after 1000. With System-Kuser
the new GID number is the same as the UID number.

However, this time I did not manage to set a password and login as the
new user. I only managed to do that with Kuser. I am not sure if that
problem existed before
