[Bug 57289] kicker sits in infinite loop using nearly 100% CPU

kicker in 3.5.4 on edgy frequently goes into a loop doing the following:

open("/usr/share/X11/locale/common/xlcUTF-8.so.2", O_RDONLY) = -1 ENOENT (No such file or directory)
open("/usr/lib/X11/locale/common/xlcUTF-8.so.2", O_RDONLY) = -1 ENOENT (No such file or directory)

this started happening in the last couple of weeks, while it is doing
this the machine is totally unresponsive
