[Bug 56932] IP address validation functions incorrectly

Binary package hint: kde-systemsettings

Under Network Settings, Domain Name System tab, if you click Add in the
Domain Name Servers frame and enter 204.130.255.3 as the address, you
get the error message "The format of the specified IP address is not
valid."

Changing the third octet to 254 causes the error to not be triggered.
The mistake appears to be the incorrect assumption that 255 cannot occur
in an IP address.
