I can confirm the "active desktop borders" bug. On at least three
separate installations (dapper and edgy), selecting "always enabled"
will work, and had the desired behaviour.

But...when going back into the settings at a later time, the "only when
moving windows" option is selected (but not applied).

It seems that the code that reads the current value of the this setting
and renders the dialog is broken and fails to see the actual setting,
instead just displaying a default option.
