[Bug 56278] libqt4-debug doesn't install *.so symlinks

Public bug reported:

While libqt4-debug installs all the _debug libraries and creates .so.4.1
and .so.4 symlinks, it doesn't create .so symlinks.  For example:

  lrwxrwxrwx 1 root root   23 Aug 13 22:52 libQtXml_debug.so.4 -> libQtXml_debug.so.4.1.2
  lrwxrwxrwx 1 root root   23 Aug 13 22:52 libQtXml_debug.so.4.1 -> libQtXml_debug.so.4.1.2
  -rw-r--r-- 1 root root 984K May 12 17:49 libQtXml_debug.so.4.1.2

If apps now simply use -lQtXml_debug, the linker looks for
libQtXml_debug.so which isn't there.
