[Bug 56275] When creating a new user his primary group has a wrong GID

Public bug reported:

Binary package hint: kde-guidance

The first user in Debian/Ubuntu has UID=1000,GID=1000
The second user created by adduser and (I think) Gnome's tools has UID=1001,GID=1001

However Kubuntu's system settings give him a GID=500. This has the
effect of his primary group now showing as a non-system group, and could
cause confusion/other problems in the future.
