[Bug 56189] Configure kweather window is blank

Public bug reported:

Binary package hint: kweather

Running Dapper 6.06 AMD64 and kweather 3.5.2-0ubuntu3.

1. Installed kweather from UK dapper/main repository for the first time.
2. Added applet to kicker.
3. Configure window automatically appeared.

Expected result: Configuration options for kweather.
Actual result: Configure window is blank, and says "Empty page" at the top.

I get the same result right-clicking on the applet in kicker and
choosing "Configure kweather...". This makes kweather unusable, since I
can't set it up.
