I had this problem but after killing and restarting kbluetoothd a few times the panel icon appeared. There is an command line option, '--dontforceshow', which is supposed to show the icon even if it is disabled, but I haven't tried it. -- kbluetoothd tray icon never appears https://launchpad.net/bugs/30412
