There are more strange things:

o libhk_kdeclasses.so is not a link to .so.X.y

o  libhk-kdeclasses8 installs  .a  for parts
    which AFAIU should not be needed as the
   hole point of parts is to be loaded dynamicly

o the .la files should be moved to -dev

o as there is no lib versioning I assume that
  there are several = srcversion missing in depends
