[Bug 38821] kwallet will not allow me *not* to use it

Description:
I set 'Deny Forever' for Kontact.  I entered the password for kmail, and
selected 'keep'.  Every time I close Kontact it asks me if I want to
store the password.  If I select 'Allow Forever' when kwallet asks (for
kontact), I never see the dialog box again.

This is 'upstream', I believe, since Breezy never once asked me about
kwallet.
