[Bug 38386] [Dapper] kcontrol uses obsolete hotplug subsystem

Description:
Now in Dapper there's no hotplug, but kcontrol still have two files
inside the /etc/hotplug/usb/ directory, called logitechmouse and
logitechmouse.usermap.

I'm now sure, but I think it's wrong.
