[Bug 38239] Dependency problem with splash-engine-moodin on AMD64

Description:
I've dist-upgraded my AMD64 Kubuntu from Breezy to Dapper Drake and when
I log in KDE, the splash screen is just some kind of black and blue
pattern.

I've traced the problem to the fact that splash-engine-moodin is not
installed (and I had to install it manually)

kubuntu-default-settings depends on splash-engine-moodin and therefore
the latter should have been automatically installed.
