Are you sure you did not misunderstand "Allow Always" policy? I think that Allow Always only takes care of access to already opened wallet - meaning that if wallet was opened (with password) for one application, it will aotmatically provide access to other app (configured as Allow Always).
But in any case you need to open wallet at least once. I have checked this on my system and it seems that this is the case.
