It first came to my attention when I was trying to hide applet handles (under advanced options) but applies to transparency, color and background image as well - as far as I know, all appearance-related options.  I notice now, though, that it behaves this way on one machine and not another.  The only relevant difference I can think of is that the misbehaving machine is dual-head with two instances of KDE running.  I did test, on that machine, whether my preferences were being applied to the wrong panel or if changes to the other panel were applied appropriately, and the answer in both cases was no.
