This was on Breezy build 20050927, fresh installation.

The System Settings application doesn't scale down on resolutions lower than
1024x768. For example, at 800x600, if you click Appearance and attempt to change
any setting within that section, the Administrator Mode, Reset, and Apply
buttons are below the screen (well below kicker). The window cannot be sized any
smaller.

This isn't good for accessibility; not every screen out there has been upgraded
to 1024x768 or higher. The Control Center used to have scrollbars in the content
arear for dealing with this. Perhaps they can be implemented?
