I encountered this bug after taking the following steps:
  - Fresh install from ubuntu 5.10 preview cdrom
  - Added source for kde 3.5b1 from kubuntu.org
  - Installed kubuntu-desktop package.

Is this the common factor, or do all fresh installs have this problem?
