Reproduce:
# adduser test-kde
Try to login with this user:

KDE splash screen stops at "starting panel" -> error dialog box appears: "Could
not start process Cannot talk to klauncher".

BTW: The bugzilla kubuntu "Enter bug" link sets an "&keywords=kubuntu" in the
URL. But this is not handled by the bug entry form and so it gets lost.
This is why I set the keywords manually for my bugs. Since there is no bugzilla
section in bugzilla, maybe someone reads this. :)
