I can confirm this bug for breezy (20050919), too, but only if I never used kdesu before   
(after using kynaptic or adept there isn't any bug; after reboot, the same).   
Perhaps it helps you to correct this bug.  
Another solution would be to let kcontrol and kde-systemsettings execute the   
command "kdesu kcmshell modulename". I would really think that this   
"workaround" would be better than a not working Administrator Mode.
