I'm sorry, 

I should have clarified. 
Yes, my processor is OCed but I don't believe that is the issue because my temps are 
very much below even the recommended full-load temperatures. 

Also, this is not an issue in winXP. It correctly reads the MHz even with C'N'Q on. 

I have set my CPU back to stock speed and when Cool'N'Quiet is on, I'm seeing even 
lower speeds! 

I honestly don't believe this is an issue of over clocking.
