Fresh installation of Breezy, all packages updated, and the problem still
exists. And, it is even more severe than previously thought. It affects all
resolutions simply because the System Settings application doesn't have a
vertical scrollbar.

How to recreate the problem at 1024x768 resolution:
1. Go the Printer Settings within System Settings app.
2. Add at least 3 printers to the list.
3. Can you hit Apply now? No!

You can recreate the problem at higher resolutions by going into the same
Printer Settings view and adding a lot of printers. This is just one example of
the necessity of scrollbars within System Settings.
