Have to add some things:

- In "kcontrol" i configured that only the system administrator has the right to
shut down the local computer - but I can't shut the system down using my
password (as I do with sudo, e.g.)
- After this, I installed the WDM display manager and configured in kcontrol
that *every user* has the right to shut down the local computer shutdown fails,
too (so it's not KDM)
